A Rough Plan:

• Contact Walter Koenig to get his blessing, agreement to participate, and likeness rights for website. And also to check that no one else has gotten to him first.
• Set up a non-profit organization with a checking account. Funds to be used for getting Walter his Star on the Hollywood Walk of Fame and costs associated with raising the funds/preparing the event (website hosting, CafePress.com custom shop fees, Amazon.com Honor System fund collection fees, miscellaneous fees associated with application/logistical preparation, travel/lodging for ceremony for organization representatives) with any excess being donated to a charity or charities of Walter's choice.
• Set up an Amazon.com Honor System PayPage for collecting donations.
• Set up a CafePress.com store to sell related merchandise (at a slight profit for the organization in order to both raise awareness and fund raise).
• Set up a website solely devoted to the cause.
• Promote the heck out of it on as many Sci-Fi venues as possible.
• Once we hit critical mass on funds (to assure we can cover expenses), initiate application/nomination procedures.
